involving comey and other high-ranking intelligence officials in their attempt to ambush then president-elect donald trump. byron york is the correspondent for the "washington examiner" and a fox news contributor. always good to see you. you say the ig report shows that they planned to spring these scandalous allegations from the steele dossier on the president and then engage his response and then walked? >> we learned a lot more about what happened. remember the steele dossier contained allegations that an 2013 donald trump was in a moscow hotel room with who were performing a sex act and the whole time there were cameras recording it all. that was the allegation. it has never bent confirmed. what we do know is that on january 6th, 2017 this is when

donald trump was still the president-elect, james comey and intelligent chiefs went to new york to trump tower to briefly president-elect on the report on russian efforts to interfere with the 2016 election. so far, so good. they had agreed after that that comey would stay behind and meet one-on-one with president-elect trump and tell him about this allegation about the moscow hotel room. the dossier sex allegation. what we found out, he had always said he only did that because he wanted the president to know -- the president-elect to know that the story was out there and it might be reported. some people in the media had it. it was for his own good. what we now know, comey one in planning to write a memo about whatever it was that he said. he had a car with a secure laptop waiting for him, he went there immediately after the meeting and began typing as soon

the vehicle began rolling. he had the top members of the fbi management, plus the cross fire hurricane team -- the people who were investigating trump. he had them waiting on a secure video teleconference where they could all discuss this. what we learn from this report was, he says he told the presidt and the meeting, we are not investigating you sir. he immediately went and met with the investigative team. >> trace: you said in your article that there was concern about how trump would be perceived this whole one-on-one because you have the heads in tom mack of intel, the fbi director and all the sudden it's this one-on-one with the fbi director and president trump and there was concern among the group that the president might perceive this as -- this one on one being kind of an awkward situation. >> they use the word

hoover-asked. referring to the president who really quite famously liked to keep and use embarrassing secret information about political figures. you can call a black male if you want. he was the keeper of the secrets and the fbi officials including comey worried that the first time he ever meets the president-elect, the first time that he ever meets the fbi director and what the fbi director tells him is, we know about you and those prostitues he complained -- i want to read this to you from the ig report and get your thoughts but he said, comey said among other things that he remember telling trump that the source was not a government document and it's not classified. he also remembered telling him that to speak of it as that

doesn't make sense because a law to people in washington had the information. he said the information is already out there. why is that critical? >> that was very disingenuous. that was on january 6th, on january 10th, cnn reports exclusively at the intel chiefs have briefed trump on some embarrassing personal information and it came from a dossier compiled by a former british intelligence agent and all the sudden right after that, buzzfeed published the whole dossier. presto, it all gets out. there are couple of reasons what comey said to the president to the president-elect were wrong,t have to involve classified information to be devastating. the dossier was indeed not a classified document, but leaking it was enormously damaging to the president and the other thing was, a number of members

steele dossier allegations? >> the thing about the dossier that it shows, it shows how seriously the nation's top intelligence and law enforcement officers took this dossier. since they have never been able to confirm any of it, it's turned into an embarrassment and it never played that big of a role, he played a big enough world that they briefed the president elected by the way, they briefed the sitting president barack obama on it as well. he reportedly when he heard the moscow story said, why am i hearing this? it tells you how seriously they took this dossier. >> trace: i want to go back to the ig report saying that -- talking about comey releasing these memos, it sets a dangerous example, sensitive information to create public pressure for official action and of course the official action was to prompt a support for the special

counsel which he caught and comey's response if i can just put this on the screen. his response to this saying, i am owed an apology and he says "to all of those who spent two years talking about me, going to jail and a liar, ask yourself why you still trust people who gave you bad" for so long including the president?" your thoughts? >> it's a very damaging report, his response is almost inexplicable. the only thing that exonerates him of doing is leaking classified information directly to the press, he didn't do that. it does say that he violated justice department rules, fbi rules, in terms of his own fbi employment and that he set a dangerous example for other fbi agents that he thought his concern -- he was so concerned about donald trump becoming president -- he thought his

concerns were so important that he did not have to follow these procedures and his claim that the memos he wrote about these meetings with the president -- has claimed that they were his own private property, that did not pass the laugh test and the ig batted that down. >> trace: what is amazing about all of this is that it seems that -- nobody is truly guilty anymore. this was a huge rebuke by most accounts against the former fbi director and i want to put this on the screen from jennifer rubin from "the washington post." "his report reiterates that the doj declined prosecution which by trump's own standards is an exoneration. they could not find that comey broke the law." in other words, the pattern, if you don't like the supreme court, change the supreme court. if you don't like the election, get rid of the electoral college. there doesn't seem to be any

wrongdoing. >> this decision to decline a prosecution -- should be said that as far as a specific issue of leaking classified information, some of this information was deemed classified after the fact. comey gave it to his lawyers, but he didn't give it to the press or perhaps the justice department decided they didn't have a good case. everything we have been talking about tonight is absolutely incontestable. the ig said that he set a dangerous example and that he violated all of these procedures and a leak does not have to be a leak of classified information to be damaging. certainly the leak of the dossier and the information which you correctly point out has never been verified was terribly damaging. >> trace: even those in the fbi said they were just really amazed when they heard that comey released these memos. by new york, always good to see

for the worst. you look at that track and it has these -- remembrances, those with the memory of hurricane andrew. let's get to our chief meteorologist. the latest from the fox news weather center. >> i will make it worse for you. this could be dominating the headlines for five days, maybe ten days. have a really complicated forecast with the storm and there's a lot of indication that the storm is going to get stuck and slow down. think of what happened with harvey, that is what happened but i don't think we are talking about 60 inches of rainfall for maria that is as prone to flooding. take a look at this. this is one of our models and it's the most recent output. this will change both the location and the amount, but i want to give you an idea that we have some readings that are coming in with the upper 20s of rain. 28 inches and then go up into

the coastal areas of georgia, south carolina, places that will see a foot plus of rain and that forecast texas out through next thursday and we will go out further in time past that where we are still dealing with it across the lower 48. let me show you the official forecast. bringing it to a category three tomorrow. today we have seen the pressure drop, there's one on the outside and when that happens, likely the hurricane will be traveling in and out and they will probably see that in or i will has collapsed, that out or i will takes over and if that happens we will see the pressure drop in the wins go up. that is the forecast right now. take this out toward sunday afternoon, we have a category four storm. this is the official track, some time may be monday -- monday afternoon we have a category

four on the coast of florida. take a look at this. that goes in towards tuesday and it's barely moved. my point to all of this is that it looks like the storm is going to begin to really slow down in its forward progression. right now it is moving 13 miles an hour. that might go down to like three or 42 miles an hour and when that happens the rain totals pile up and it can impact the area with really heavy rain. these are our models and it looks like they are getting better agreement here, eventually taking this turn. i want to show you our two most reliable models and what is happening here. i will put this forward. this is the american model and that's the european model. monday at 9:00 p.m. -- way late later, we are just off the shore here of south florida. the european model, still across the bahamas going towards tuesday, we are right along the coast.

this is wednesday afternoon. the european model puts it right on the coast and the american model towards the west. this is thursday. we are still talking about the storm. a prolonged event that will have everybody worn out from hearing about it and dealing with it across florida. >> trace: i know you guys get better at this every year. we see the spaghetti models coming across and they're getting better and better. the question they are asking, is there anything that might be able to break this up a little bit and bring it down? a possible category to or something that is more survivable. do know what i'm saying? >> there are things out there. the official category is category four, but there are things that could do it. one of them -- there is the storm. you see that dark air, that's an up upper level disturbance. that could be winded that tears at the disturbance

you can have winds that are around it to my different level of the atmosphere and those winds can go strong and rip the storm apart. that potentially could do that, that is one of the things. if the other thing is they can go so slowly that while the water temperatures are warm, the upper 80s, plenty warm and not as warm as the gulf. when a storm goes so slowly it can go over water that is warm -- the low pressure actually pulls up the cooler water from lower and the ocean, from deeper down. he pulls that water up that begins to stop the storm. there are things that can bring this down a category or two. the official forecast, it's category 4, but let's hope we see something that could weaken that. one last thing, these cycles -- the center of the storm collapses and when that happens usually temporarily the winds

here's the promise land over here. they get to the pump, minutes ago we had people yelling at each other -- one accusing the other of cutting in line. tensions are getting high. every gas station up and down the coast, this is the story. long lines, people fueling up and getting fuel.because one thing you can do after the storm when there is no power is at least charge a cell phone with a car that has gasoline. inside all the grocery stores, it's been chaos, people have been depleting the shelves that contain bottled water, baby food, diapers, canned food. all of the nonperishable's and thing that will last if the likely event happens, you happen to be in the right part of the state when the storm lands and you lose power that can be days, or it can be weeks. two years ago after

hurricane irma, a hook and slammed into the keys and people had no power. two-thirds of the state had no power for days and weeks. the governor visited the center flying in from tallahassee, a first-hand briefing from the government meteorological experts giving him the best outlook they can, this many days out and the governor spoke to reporters after saying if you are delaying buying everything you need to survive the storm in the days after, and that right now. here he is. speak with the time to act as now. if you haven't acted, act to make preparations. do not wait, no harm no foul, if you don't prepare and you are affected, that may be something that is difficult to recover from. >> yesterday as a category one hurricane dorian plowed into the

british and u.s. virgin islands, a lot of wind and rain, some flooding, but no reports of major damage especially on the island of puerto rico. puerto rico was spared of what they feared, a direct hit from dorian. it's a very fragile country especially with the power grid, only the northeastern coast got scammed, so puerto ricans got a real great boost of good luck on the storm. one of the best sites up and down the coast, these guys. the fuel truck drivers. keep in the gas stations full, operation also that people -- they can -- they are waiting up to an hour to get to that fuel pump and another thing with long lines over the next days and today, banks, atms, everyone knows that the power goes out, gas stations don't work on the banks don't work, credit cards don't work. you have to have cash.

center is preparing for the arrival of hurricane dorian, potential winds up to 130 miles an hour. nasa is trying to protect its massive mobile launcher and right now it's on a launch pad ahead of a mission to land astronauts on the moon in 2024. joining me now, nasa spokesperson. a couple of questions. have you decided that this is a go? you will move this thing and how do you move a 400-foot tall launcher and keep it safe? >> very carefully and slowly. first and foremost, we are concerned with the safety of our employees. with 805,000 people there and we want to give them the time to make sure their families and themselves and loved ones will be safe. number two, protecting artemis. a part of that is the hardware of our new program artemis, who? the greek goddess of the moon, the twin sister of apollo.
